‘Blurred‑motion work’ has being used by futurist photographers sincea around the first 40 years of the 1900s and gained more popularity around 50s and was coined “Intentional Camera Movement” in the 60s, yet it is often categorized as “Long Exposure”, “Fine Art” and/or “Experiemental” which are all rather non specific. Long Exposure is used for other types of photography than ICM specifically, ‘Fine Art’ can be attributed to basically any kind of photography and ‘Experiemental’ doesn’t feel quite right for something ‘Intentional’.
So, considering its long history, camera technique and unique characteristics, it doesn’t really fit in with any other category, and if “Intentional Camera Movement” is too long for naming one single category (and ICM feels too vague), I’d suggest simply using the later terms “Kinetic” or “Shutter Drag”.
